U.S. Rep. Garret Graves, a Republican who represents much of the most heavily damaged region, said aid has been too sluggish so far.

“People need to know what type of assistance is going to be available to them. That’s something that’s key,” Graves said after taking a Florida congressman on a tour of the damage. “You have people sitting around that don’t have a home, that don’t have cars, that don’t have wardrobes. In some cases, their employers are under water.”
